A driver told police he was talking on his cell phone when he failed to stop and nearly struck three policemen at a Interstate 26 crash site in Kingsport Sunday night, according to a police report.

Jeremiah J. Barkley, 41, of Church Hill is charged with three counts of felony reckless endangerment, vandalism under $1,000 and failure to comply with financial responsibility law, Kingsport Public Information Officer Tom Patton reported Monday.

Officers had the Rock Springs interchange shut down on westbound Interstate 26 due to an automobile crash when Barkley approached the scene at a high rate of speed and did not see the policemen waving their arms in an effort to stop him. All three officers had to take evasive action to avoid Barkley's truck, the report said.

Police noted that Barkley had consumed alcohol Sunday night but was able to pass field sobriety tests.
